I got addicted to that best caption challenge as well," Matt Nelson, the man behind the funny Twitter project told TIME. "I realized dogs were a very hot topic on the internet. If I wanted my writing to reach more people, I wanted to utilize the funny dogs." Soon, Matt created the @dog_rates Twitter account and issued his first rating while chilling with his friends in an Applebee’s in North Carolina - an 8/10, handed down to the pet of one of the guys he was with.
